The COPIL (steering committee) of the Grand Site de France met on 14 November 2017 in Patrimonio, during which the Prefect of Haute-Corse announced the signing of the prefectural decree establishing the joint association of the Grand Site de France.

Presentation and approval of the GSF management plan

Mr Orsini outlined the content of the GSF management plan, which is structured around four objectives, themselves broken down into 49 action sheets. He also pointed out that this work was carried out with the support of two thematic working groups involving elected representatives, community leaders and professionals from the GSF territory.
A favourable opinion in principle has been given in favour of the management plan, however more detailed written opinions will be produced by a number of partners including the DDTM, the DREAL and the OEC.

The two-year roadmap

Mr Antoine Orsini, head of the mission, presented a slideshow outlining the six priority actions in the roadmap proposed by Inspector General Boyer and adopted by the Ministry:

Establish the Joint Association for the management of the Grand Site and the label
Draw up a landscape, architectural and environmental charter covering the entire GS territory and incorporate it into municipal urban planning documents.
Finalise the development project and commissioning of the Maison du Grand Site, including the wine centre and guitar academy.
Develop proposals to limit diffuse pollution through environmental management of wine effluents and domestic wastewater.
Develop a sustainable transport plan for the entire site, particularly from the port of St-Florent, and incorporate it into urban planning documents.
Study the implementation of a discreet signage plan for the development of a signage charter for the Grand Site.

This roadmap is to be implemented by 2019; a progress report will then be presented to the Higher Commission for Sites in Paris.
For each of the six actions, an implementation sheet and provisional timetable were presented and approved by the steering committee.
The question of the cost of each of these actions was raised. The answer was given with reference to the joint association's draft investment budget for 2018. However, it was emphasised that the implementation of these actions will require the association, as the future project owner, to have the necessary financial and human resources to do so.

Regarding the issue of wine effluent management, Mr Marfisi indicated that the study would begin with the aim of completing it by mid-2018.

Progress report on communication activities

Mr Orsini then presented the communication initiatives that had been completed or were currently underway.

Actions taken: GSF identity card, GSF kakemono, information leaflets, official GSF label award ceremony

Establishment and launch of the Joint Authority

The Co-pilot took note of the creation of the Joint Association by prefectural decree and welcomed the speed with which this had been achieved.
Mr Orsini then outlined the conditions for the joint association to commence operations:
Vote on the 2018 SM budget, funding decisions and payment of instalments by financial contributors.

Technical and administrative team (provided, in particular):
Director of SM/Director of GSF, Multipurpose Assistant, Information-Communication-Animation Project Manager, Project Development-Engineering Project Manager, Premises.

With a clear focus on cost savings and pooling resources, it was recommended that member local authorities make staff available to the joint association. This solution was adopted by the joint association that manages the GSF of the Sanguinaires Islands-Pointe de la Parata.
After discussions, it was agreed that as soon as the new Corsican regional authority had appointed its representatives to the joint association's council at the beginning of 2018, and its executive had been elected, a call for applications would be issued to local authorities on the basis of job profiles (see above).

With no further items on the agenda, the Prefect and President Orlandi concluded the meeting by thanking the participants and encouraging them to continue the work undertaken within the Grand Site de France.
